Tasks
The task of the Centre is to organise and carry out surveys in accordance with the Programme of Statistical Surveys of Official Statistics and the statistical compilation plan, i.e. to estimate the size of the non-observed economy by regions, voivodships and subregions, broken down by PKD sections, and to conduct methodological work including improving the research methods used and seeking new solutions in the field of studying areas of the non-observed economy.
The detailed tasks of the Centre include:
- Proposing topics and scopes of surveys carried out under the Programme of Statistical Surveys.
- Organisation, implementation and substantive supervision of original surveys approved in the official statistics programme.
- Estimating the scale of the non-observed economy, including the shadow economy in registered business entities and illegal activities (e.g. in the areas of the drug market, smuggling and prostitution).
- Preparing analyses and reports based on the results of conducted surveys.
- Improving the methodology of conducted surveys.
- Designing IT systems supporting the implementation of surveys.
- Initiating new surveys concerning the measurement of the non-observed economy, including the use of administrative data.
- Ensuring data security, including the protection of IT resources and individual and unit-level data.
- Cooperating with Statistics Poland, particularly in the field of survey methodology and analysis of the specific nature of the non-observed economy.
- Maintaining contacts with administrators of administrative data in order to obtain information necessary for estimation work.
- Cooperation with the academic community, supporting the development of research methods and improvement of tools used by the Centre.
